The one-year standard is a stated goal in a speech, so how it would apply to a mine depends on legislation the speech did not describe. The 27 referred projects and the $500 billion figure are the government's own description.

Prime Minister Mark Carney told the Canada Investment Summit in Toronto on September 15, 2026 that the government will apply the “same urgency and efficiency” of its Major Projects Office “more broadly” through a new Build Canada Strong Act. His standard for projects and supply chains is “One project. One review. One year.”

He said 27 initiatives, including mines, ports and energy corridors, have been referred to the office and represent $500 billion in new private investment opportunities, in the government’s description.

The speech does not say what the one-year clock would cover for a mine, or when it starts. It does not say whether the year includes Indigenous consultation, provincial assessment, or closure plans and financial assurance. It does not say how the act relates to the Building Canada Act or the Impact Assessment Act.

No bill wording, tabling date or list of covered approvals was given. Until a bill shows those and how consultation is treated, this remains a stated goal, not a change to any project’s timeline.
